I'd also say it's Faction- and in a broader sense Government-based.
If I connect the dots, I could imagine the storyline going like
- Federation agents claimed to be responsible to the assassination attempt on the Emperor
- Federation's own Government tumbles (due to tensions with Empire but also internal power struggles)
- some tragic accident or critical incident triggers conflict or war
All while in the background anything tied to Rank and Reputation got an overhaul, making it much more interesting/profitable or even a semi-requirement to follow certain governments into war.
Could also be a powerplay by the Alliance, to take advantage of the growing political disarray amongst the Feds and Imperials.
This is an easy one.
We will be allowed to influence factions more effectively to change the outcome of certain events, e.g. ongoing civil wars, economic wars, conspiracies, espionage, ...
Maybe it is also integrating the bulletin missions towards that effect or featuring some reward system when achieving such a goal, but now with a more permanent effect.
In other online games this is called community warfare. All-out war? Maybe. A likely plot is that the current factions will be at war when there will be a Thargoid invasion to allow for reunification. Please see the parallels to Battletech.
And, look how well that is turning out. The pro competitive teams are driving the experience, and if you are not on a team, you are space dust.
MWO is *not* a good role model for Elite.
