When I read the GalNet feed I thought "Ah...so this is basically ppl who want to kill traders and have now found an excuse". Roleplay? Colour me dubious. Anyway when I read that I bugged out. Not worth the effort.
Old Emperor is still very much alive.
Vegetable state doesn't exactly count as "alive" in my book.
Looking at the CG numbers I dont think Patreus will get his high tech station.
This is fair play, as long as they play by the rules.
If it truly is a RP then those running the blockade, should, allow you to jettison your cargo and leave. If you do not comply, or try to sneak back in another way, you are fair game.
To me though it would be fair if the blockaders tried to maintain some form of equivalent. Either two weaker ships against a stronger, within reason, or one on one with matched ships.
This is exactly how I've been playing it (as a blockader).
I interdict, and give a three-way ultimatum:
1. Change destinations. Leave the system, or at least deliver the cargo to a different station in the system. I don't care what, anywhere but Parkinson dock.
2. Jettison everything.
3. Get your hull perforated.
I've had some success convincing CMDRs to take their business elsewhere by extolling the evils of Patreus. Mostly, though, they charge up FSD (sometimes claiming they're going to do #1) and then immediately resume course for Parkinson dock. When I re-interdict them 5 seconds later, I shoot out their drives and then re-offer options #2 and #3. The smart ones know when they're beaten. The rest explode, combat log, or (twice now) self destruct.

it would be fair play if the traders actually stood any kind of a chance and actually got some support from the Imperial forces but since there is no risk for the blockaders and every risk for the blockade runners, sorry but you can dress it up however you like, your still pirating and interdicting traders. Putting some airy fairy backstory on top is just hiding the fact.
I would try to run or fight since I'm damned if some scumbag thinks its "fair play" to attack my truck with a tank and then expect you to just bend over and take it every time. Take your pirating excuse elsewhere until you actually have some risk sent your way. I wish just once an Imperial Battle Group would jump in and interdict every federation ship trying to interdict a trader. THEN we would have a proper CG and blockade.

You will not recieve a bounty for Shooting in the no fire zone. You will recieve A fine. As long as you dont hit the station you are fine in my experience. Shooting at players with bounty is legal.
Also enjoy open!! Events like this are immense. In my asp ive been stopped 3 or 4 times. Escaping every one and turning the tables on one guy who i warned not to take me on in his cobra. Poor fell ended floating in his escape pod back to station.
The guys from galnet, is it merchant marines? They are great and gave out a warning to leave. The empire pirates in sys lack personality though and do try to gank.
My advice run good shields, be ready to run immediately if there are 2 or more and dont ever stop your engines to chat... odds are you might get a Ganker.

100% agreedWas there earlier today. Lots of fun trying to evade the elite Anacondas trying to steal my precious superconductors.
One problem is the screen clutter from players, NPCs, high energy frameshift wakes, etc. Military pilots can de-select certain radar returns in order to keep their screens manageable; I'd pay a few dollars for that mod in Elite Dangerous.

It's also possible you are being instanced with people who are not attacking traders when in your vulture. Such is luck I suppose. Please find me after the op is over in-game and I'll be happy to make up your losses through cargo transferHad my Lakon T6 destroyed twice by a couple of guys in a wing. Meh. That's what the game is about - that's why I play in OPEN.
None-the-less, I dusted off my Vulture in pursuit of some of these same pirates. Almost impossible to find anyone with a bounty on them - is it credible that they are jumping out of open play to pay off their bounties in a private or solo game?
Perhaps each play mode should be totally separate. That is, if you leave open and switch to solo, then you pick up your game from your last solo save. Just thinking out loud.

In fact sushicw (repped) even points out that he gives them the option of keeping their cargo and delivering it to another station/system at full profit.
They're only trying to prevent CMDRs from contributing to the CG, which even some Imperial factions have sympathised with. I imagine this is exactly the kind of interaction FDev anticipated when they created the Community Goals.
Traditionally RL pirates primarily attacked trading/merchant vessels.
