I'm not quite understanding this whole thing, so you want Independent Commanders to help assist you in your aid to level the faction? That doesn't necessarily make too much sense, also, why not just bring your own folks and do that instead, Shadow Navy.
Are you concerned that you may or may not have the ability to level it by yourself? Also, why are you hiding behind the FederalNavyHQ, if you're going to send someone into slaughter, at least be held accountable.
Edit: This seems all a bit over excessive when an election could be held instead of a full out civil war.
Edit2: I think your group working 'under the word of the Federation" should focus on something like...Oh I dunno, this?

appreciate that this probably all comes across as some war mongering post and I can see why it does. Let me try and explain
what I have been trying to do here for the last 6 weeks.
The main criticism that you see raised at Elite: Dangerous is a lack of depth and content. I can see why players feel this way, they fall into the trap of chasing credits for credits sake with no purpose and when they find themselves sat in an anaconda with no more meaningless goals to chase they quit.
They look around the galaxy map and marvel at the size of it all but then when they look in more detail they see swathes of faceless factions that they cannot identify with and red, blue and green dots which they have no particular allegiance with. The game does not force you into a particular faction from the start, there's no character creation screen where you must choose federation or empire and instead you are left to your own devices. I think some players struggle with this and come to the conclusion that the game has no depth.
The main purpose of this operation has therefore always been to try and create a player wide event that would hopefully get as big or bigger than the Lugh war. It would hopefully inspire players and get them to start siding with the Federation or the Empire. Then when they see another random minor faction out there in the galaxy they would immediately have feelings towards them by virtue of what faction they sit under and it would enrich their experience.
This was all started before details of Powerplay emerged and I realised then that this issue was being solved anyway by FDEV
The hope was that this event would create stories in people's minds that would enhance their enjoyment of the game and make them feel part of something. This would hopefully lead to them supporting the game in the future and allowing it to evolve and turn into the amazing thing that it one day can be.
Obviously this all might simply be wishful thinking on my part, the result of an over active imagination and a little bit too much to drink that night when I wrote the original briefing document, but the successes so far spurred me on to give it a try.
You will see from the original briefing document that this whole thing was set up as an undercover operation and that has set a lot of the tone for what has happened next. This is the reason that I "hid" behind FederationNavyHQ.
We in the Shadow Navy are small in number and I like that we are as it has built a great sense of community. However, that does mean that we need the support of the wider community to achieve this objective and that is the reason why I made this call.
