Will 1.3 be the end of anarchy systems?

With the major factions spreading across the galaxy will we see things like anarchy systems vanish?

I may be wrong but I dont think that exploited system change faction , say the empire exploited alioth it will still be alliance , at least I hope thats not how it works as I hope to see a galactic alliance -All hail the alliance!

Last I checked, there are independent factions that support anarchy?

If one is not a power initially you can work for them to get them so? but I believe there is at least one pirate power? and thus anarchy?

A lot of Anarchic systems have collapsed under pressure from Bounty Hunting reducing the influence of the Unfettered factions what lose their ships.
Powers themselves wont force a change in government of a system, merely exploit it for their own use.

That said several powers offer bonuses to bounty hunters so Unfettered factions will suffer more in their space, but the wholesale slaughter of wanted ships at RES and Nav Beacons is what is driving the influence of Anarchic factions to the ground.

With crime being revamped in 1.3, I think the sale of items on the black market, the assault and murder of clean NPCs and other criminal acts should bolster the influence of local unfettered factions.

Whilst that make slow the effect, it will never be able to compete with the "Grind at RES for 2.2 million an hour" mantra
Not complaining just meaning there are so many more bounty hunters than smuggles, and pirates.

We saw how the Factions with Rare goods overwhelmingly control their systems.

Powerplay does not change the state of a factions ownership of a system, nor the government within that system.

It only applies buffs and debuffs to certain aspects of the BGS, in relation to populations and other players actions.

None of these will drastically change the ease or difficulty of maintenance of a system someone calls home.

PP could bring the locusts...but it would have to be a system that is adding positively to the CC of the Power.

Crime does NOT pay in ED, that's the problem. If it worked like that in real life, we'd have like 0.0000001% crime rate on earth. But nope crime pays a lot IRL but not in ED. This needs some love for criminals to start robbin'.

PP does not work that way, minor factions still govern them self and how they flip is still determined by the background simulation and cmdr actions like before.
PP only influence them and might affect what kind of bonuses that will get applied to their systems, such things like if they will outlaw slavery or if they will keep their black markets open.
