Not really. Nobody really knows the racial identity of the stormtroopers in general, they could be mostly dark-skinned for all we know. Heimdallr, regardless of Marvel's obvious attempt to diversify their canon for the purposes of cashing-in, is commonly known as the "White God". Not a lot of wiggle room there.It's not that far from the recent 'OMG BLACK STORMTROOPER' nonsense. A lot of people could do with stepping back and gaining a little awareness both of themselves and society as a whole. But then priviliged and largely white gamers are not renowned for that...
There is at least one far East-Asian looking guy there, and Patreus looks sort of Middle-Eastern, but that isn't a very racially diverse line up.
I'm fairly certain this is just an oversight on their part, one I don't doubt will be corrected at some point in the near future, and if any of the FDev staff have noticed this thread there is probably already a post-it note on the art directors monitor about the next batch of portraits.
Remember this is just ten factions out of (what will be) 20. I suspect the future will see some more diversity - now that this has been pointed out.

Way to miss the point. That is precicely what makes him brilliant on so many levels.
a) Elba is an astonishing actor. He has the physical build for the role, and a truly remarkable voice.
b) Elba has an intimidating presense, which is great for Heimdall
c) The Gods in Marvel are aliens. They look human but they aren't. Heimdall's skintone is no more strange than his eyes, and can be seen to being linked to his powers.
d) The best reason. It brings the unthinking prejudices of the viewers out in public. People who are outraged or disturbed by a black viking god shoudl take a good look in the mirror and think about why this bothers them so much. Heimdall is practically a non-entity in the comics, but Idris Elba's character is great in the movies.
And this is, in part, why these pictures matter here as well. Scince Fiction matters. Good Sci-Fi is aware of the issues of the day, and deals with them. It's not just an easily digested burger.
This has no place here. This is a game. This is an escape. And whatever the vision of the artist or creator of the game is--is the escape. There is no political discussion as to this that or the other. It just is.
To be honest, it seems to me that this thread is incontrovertible proof that no matter what FD do, there will be large sections of this community who just want to complain about every update...and will find reasons to do so regardless of the actual point of the update in the first place.

To counter your "best reason": People who first see the skin color of a character before all the other aspects of that character are the ones who should take a good look in the mirror and think about why this bothers them so much.
I wouldn't like to bring up Freud because he was rubbish psychologist, but a lot of his theories about latent issues could apply to people like you who only see the color of a person instead of who he/she is.
Maybe you are so afraid to be considered racist, that you radicalize the other way, basically creating a zealot. Extremes are almost always bad, try to stay in the middle.
And that's what I believe Frontier has done very well with these characters, they're not all white men, but they aren't black women either. They're a mix of all kind of characters and, if looking at the subtle details, personalities. Which is the diversity we should be looking for, not the diversity of color, but the diversity of personality.
This does not fly. It is a game yes, a work of art. Art has has a message, you are always saying something.
It is also a simulation of a living galaxy we can get immersed and forget our present day. Are we supposed to think that population of those thousands of worlds is predominantly of North-European descent, or that having a pale skintone is still the key to becoming rich and powerful? For Science Fiction, both of these would be a serious step backwards.
Achenar is a massive blue star. The place has a torrent of UV, and the Imperials are the masters of bio-tech (and not bio-conservative like the Feds).
I was hoping that Frontier would break some stereotypes and go with what makes sense at the same time. It would make a lot of sense for the Duval line to be dark skinned.
There are great actors out there for inspiration. Idris Elba is the first that comes to my mind, handsome enough to be cast as Heimdall, and perfect in the role. Quite a believable imperial aristocrat I would say.

The 'you're probably racist if you notice race' thing is such a horrible logical fallacy that anybody ought to be embarrassed to use it. But people seem to be very keen to turn this into a mud slinging contest.
The irony is that the very SJW's who are crying out for DIVERSITY! or "why is there no black person there" are in fact being racist themselves, by dint of singling out a colour. But they won't see it that way. "Utter tosh!" will be the cry in their head. Followed by an outraged reply with a load of waffle as to why I'm wrong.
Actually, weren't they initially cloned from that bounty hunter, which had a slightly darker skin? So, one would assume they are all darker skin...

10 Powers, at least what seems to be 4 different (if no more) features (hell I know it's OK in English but I still hate using "race"). So what's the matter? We should get 10 conspicuously distinct features to make sure no one criers about it? Or get FD admit they will plan to have a new feature each type a new Power comes in, jsut to make sure no one feels discriminated? I am concerned about this getting ridiculous.
I am also concerned about some people specifically focusing on black people. I still don't get it: are you complaining about racism, or are you just asking for more Power leaders with black skin? If so, what about Indian type, Indonesian, Mongolian and so on? It' s not all about black/white/yellow so people should first consider their own prejudice before seeing prejudice all around.
Extra: have you noticed only 4 women? I guess FD are sexist. Also no over-weighted people? Well I guess they hate obese people. Also nothing that no hint about sexual orientation? I guess they are homophobic. This could go for ever, right?
