I'm pretty sure they've already decided, but in universe its a vote. Just roll with it...stay in character and it makes more sense. And be prepared for Empiress Arissa's coronation ;)

Don't think its Arissa, it would be a too obvious choice...

I believe it will be Zermina Torval... Its a not so obvious choice but at the same its consistent with the "stuck in the old ways" empire state.

Would rock if it was Patreus though... An empowered Patreus would make a great counter to warmonger Hudson. And fear of Empire Dawn might swing in favor of Patreus.

My concern is whether or not the new Emperor celebrates with more relaxed starship licensing for a bit. If we are going more to the old ways I'll be needing a Clipper so that I can quarter the...indentured maid staff on long voyages.

Well you're most likely gonna get your wish. Zemina and Patreus folded early, Aisling and Blaine are disgraced. If PP has anything to do with the vote it's pretty much been a one-horse race since week one.

I hope for Arissa Lavigny-Duval.

She is the only viable choice for the throne and was the first choice of the former Emperor Hengist Duval. Other than his first son Harold, who is a decandent playboy and drug addict (and father of our "Anime-Queen" Aisling Duval).
It is clear someone didn't want Arissas claim for the throne to become 100% legit by killing the Emperor right before he could marry Arissa's mother. Who really pulls the strings behind this assassination and the Emperor's Dawn group remains to be seen. But I'm sure it's not Patreus and Torval.

Speaking of which: Even Denton Patreus and Zemina Torval have openly stated that they support Arissas claim for the throne.

But a lot of things can happen. So let's hope for the best and trust in the imperial senate.

 
That... would be interesting. Although I don't recall any other Imperial characters besides Blaine and some wanted criminals on the run. Pulling a completely new character out of their behinds would be terrible writing since there has been no foreshadowing at all. If you wanna go with a dark horse, they need to have at least been an active part of the story.

Part of the reason I think it might be "none of the above" is that if it's one of the four powers, you're going to see a concerted effort by (almost) everyone to crush them--most of them for no other reason than "because we can" and "What happens if we break this?" After all, if the Emperor lost their status as a power, then what?
