Last week was a good week for the Emperor. She maintained her galactic standing, though in fact the only shift in position was Shadow President Winters overtaking Li Yong-Rui of SiriusGov. Thirty-four systems received their allotment of garrison supplies, and no systems were fully undermined.

The antagonistic expansion into Annwn was opposed successfully, though the expansion of AF Leporis was successful. It should be made clear: AF Leporis does not contest any systems already under the grace of her majesty. The presence of a Hudson-contracted private military garrison there simply puts their forces just as close to the Lavigny heartland as Winters already has been. It is a loss for the stated goals of the Lavigny loyalists, but not a significant blow to her cause. The greatest loss in the treatment of AF Leporis is the loss absorbed by SiriusGov and their quest for neutrality and peace through profit and discounts. As of press time, all the galactic powers still openly support their peaceful endeavours.

Of course, the Herald’s Research department issues a warning to all pilots pledged to Emperor Lavigny-Duval: with this new shift in the polarity of spatial influence, expect far more undermining of this new ‘border’ as a matter of course. The official advice remains to fortify only the profit-making systems above the blue line, or only those which appear in the cycle priorities sheet.

President Hudson exceeded expectations last week, when private military contractors working for him secured the system of AF Leporis and two others last week. The Kumo Crew defeated resistance efforts of a Federation system again, bringing 10 Kappa Pegasi under Archon Delaine’s control. Additionally, the control systems under the Kumo Crew’s Watch experienced massive undermining, but not enough to ruin their week. Prime Minister Mahon also faced massive levels of criminal activity, but recovered remarkably in the last twenty-four hours. Senator Denton Patreus stumbled this week, causing the citizens of Utgaroar to lose faith in his leadership. A spokesperson for Kenna Netcomms Group, which governs the system, declined to comment.

Current Diplomatic Status

According to sources close to the Emperor’s Kamadhenu-based councilors, she currently has an adhoc allied or neutral status with two power-brokers: Li Yong-Rui and Pranav Antal. Additionally, Senators Patreus and Torval, along with Aisling Duval, have supported and embraced our new Emperor as an ally. These are not Imperial decrees, but active diplomatic work on behalf of the Emperor's best interests has procured non-aggression pacts and otherwise beneficial arrangements.

Open hostilities exist between pilots pledged to Emperor Arissa Lavigny-Duval and those of President Hudson, Shadow President Winters, and the Kumo Crew. The Kumo Crew is once again attempting to expand into an Imperial system: Yuror.

Now that you know the lay of the land, what can a single pilot or group of pilots do about it?

Unfortunately, a majority of the highly desirable systems have been claimed or are in expansion. For a system to be worthwhile for investing command capital, Research says the “potential profit” as displayed by GalNet must exceed 62cc, as every control system costs the Emperor 62cc in overhead.

New suggestion: with Hudson and Winters targeting us for undermining this cycle, Lavigny loyalists are launching Operation Hades. All pilots are asked to prepare Mbutsi. It is a large pad 59Ly from Pancienses. 26 Ly from Rhea. If you are worried about hostile action, ask for wingmen before you depart. This is not about vengeance. This is not about petty reactions to losing a conflict in AF Leporis. This is about finding the best use of a large amount of Command Capital while already under attack from the Federation. The crossed out Preps below are still fantastic options should we be lucky enough to finish the end of next week in a surplus.

The systems currently on the list are not even the best within their 15Ly sphere, let alone the best available. Right now, the two systems that Research points out are currently worth preparation are both systems with only outposts to land: Khathaje (near Ida Dhor), Hez Pef (near Shatrites), and HIP 43688 (near Ida Dhor). Additionally, distant Contie (near Nyalayan), still unclaimed.

There are eight systems with active crime sweeps this week, though only four or five of them are beneficial for the Emperor’s cause. Please, focus on Kappa, Olelbis, Tujil, HR 4720, and Juipedi.

Pilots pledged to the Lavigny-Duval Logistics Division once again delivered enough garrison supplies to meet the demands from local governors and patrons. Word has reached the Dispatch that Damoorai and Tujing experienced a massive amount of criminal activity, but none of it was reported until just before press time. The successful fortification during the week of those densely populated spheres saved them from being undermined.

The more deficit-causing systems left unfortified and open to undermining, the easier it will be to lose them to revolt. If the Emperor’s power base can slim down the sparsely populated spheres, then it can once again rival the galactic behemoths of Mahon and Hudson.

Undermining

The top five undermining targets of each hostile power are readily available on the cycle priorities sheet. These priority systems and their status should be updated daily.

A group of fuedal loyalists, Los Centinelas, contributes to undermining efforts in systems loyal to hostile powers. Last week, their target was Shadow President Winters.

Commander Mira Alluvion, an Aisling loyalist, works diligently to gather intelligence on all hostile powers, though her primary focus is the Pegasi Pirate War. Another Federation system fell to the pirate onslaught. The White Templars, a group of space-faring knights pledged to Emperor’s personal fleet, consistently campaign against the Kumo Crew. Their stalwart actions have helped the Imperial cause in the Pegasi Sector, and elsewhere as the situation requires.

The three powers opposed to the Emperor’s political goals all experienced a large amount of resistance, with fifteen systems reaching an undermined status between them. This is in addition to the heavy fortification those powers achieved. The Herald's Research department will make the top five targets for undermining available on its cycle priorities sheet, and it should be updated regularly. Remember pilots, undermining a system over 100% does not help anyone’s cause.

Lavigny's Legion, the Velite Squadron, and the Carthage Auxiliary Corps have all seen action this week, though their operations tend to be shrouded in secrecy. Other groups of Pilots' Federation commanders campaign throughout hostile territory. Some are fairly secretive in their activities, like Les Corsairs de l'Empire, yet others have never made their activities known to the Kamadhenu Herald.

The Kamadhenu Chapterhouse of Inquisition

The Chapterhouse Lantern is currently on a hiatus from publishing. This is due to an inexplicable freeze in influence levels throughout the galaxy. It could be argued that citizens are enjoying a period of excessive stability, but even most conflicts have frozen in their states of war.

No expansions appear to be encroaching on our territory, or a direct threat to us.

Keep an eye on the Cycle Priorities sheet. Stay above the blue line of the Fortification Tracker.
Undermining:
There are no direct threats upon us this week, so undermine as you will. Of the three Powers hostile to us, Winters appears to be both the closest, and the easiest to drive into deficit.

I'm not in-game right now, so images of the GalMap pop up or more description would all be helpful.

I'm looking at a resource Tatter made about a month ago and it shows that Uhlan and Neali are both decent options for preparation, but they either directly conflict or overlap. Both are medium pad only and the outpost is not close to the arrival point. I don't know anything else about those systems now.

More information on Kherthaje would be appreciated. (All I can tell is it's medium pad only.)

Not exactly premium real-estate, but it's not like there's much available.

I don't have access to the System View for Mbutsi. Every CMDRs system view is dependent upon their own travels. The ROSS database tells me that there is a large station in Mbutsi. Fellow CMDRs who put it on our Top 10 have also confirmed this for me.

As for why it is a good preparation system. It isn't, by itself, a good preparation system. It is part of what Research thinks is a good strategy that should help ALD in the long run.

The Cycle Priorities sheet has been updated with 3 preparation targets, including Mbutsi, that should put us on a good steading for the next couple of weeks.
 
This is my first week in PP. I have gained the 10,000 merits for my bonus. Do I need to cash in anywhere or is it all automatic?

If you collected merit vouchers from undermining or combat zones, you need to turn them in at a Lavigny-Duval Control System. The bonus/salary does not come until your second week with the Power. Your salary comes from the Rating you have when you started the week. On Thursday, you will either have no salary or a Rating 1 salary, I'm unsure, but you will start next week with Rating 5, which will earn you the 50 million bonus/salary next week.
