The OP is posting about the trade CG to upgrade the services at Greeboski's Outpost in the Phiagre system. The CG description mentions founders, but in context of the people of Phiage - i.e. the first settlers there. It is nothing to do with Shinrarta Dezhra/Jameson Memorial or the Founding members of the Elite.
@Bearcat - The CG has yet to be completed, so although the tier has been passed for the outpost to supply Class 3 gimbled pulses - they probably won't be in game until at least Thursday evening/Friday - it usually takes a little while after the CG's end date for global rewards to take effect.
As mentioned earlier in the thread, Class 3 gimbled pulse lasers are grade "E" not "C". And they definitely are available at Jameson Memorial - I happen to be docked there at the moment, so was able to log in and check.
[edit] in fairness the Active community Goals Thread describes current global rewards as follows:
"Current Global Reward: Greeboski's Outpost upgraded, New modules unlocked.
4% Outfitting discount, C3 Gimballed Pulse lasers & 3D Hull Reinforcement Packages unlocked"
No doubt the source of the confusion.

Where did Frontier promise unique missions for Founders? Not on the Kickstarter pages as far as I can see...
There is no such thing. The letter follows the number. We informally refer to class 3 and "C3". But C3 gimballed pulse lasers are actually 3E gimballed pulse lasers in game.
If you mean something else, please provide a screen shot to show a different "C3" pulse in game.

Notice the syntax? Because the OP hasn't.
Nobody ever bothers to mention the rating of weapons because they only ever have one. Internals have variable rating, therefore it is relevant enough to include in the description. C+# = Class.

C1, C2, C3 are used by players as an abbbreviation for Class 1, Class 2 and Class 3.
In the game, many items of gear also use a number and letter to denote their class and level.
In the game, the numbers and letters are reversed from the context that players use them in.
This is because the game does not use the letter 'C' as an abbreviation for 'Class', it uses it as one of the level ratings for gear. The level comes first and is expressed as a number. the rating comes after it and is expressed as a letter.
Most gear has level ratings from A to E.
Weapons use some other letters. It doesn't really matter what they all are and what (if anything) they mean because...
For any class, type and mount of weapon, there is only ever one designation.
For example, a Class 2 gimballed pulse laser will always be a '2F'. There is no 2A class 2 gimballed pulse laser, no 2B, no 2C, no 2E. If it is a pulse laser, class 2 and on a gimbal it is a 2F.
Class 3 pulse lasers are 3E Pulse lasers. There is no 3A, no 3B and there is no 3C.
The abbreviation 'C3' as relates to this CG is not going to make a class 3 pulse laser with a 'C' designation, i.e. a 3C pulse laser available. 'C3'and 3C' are not the same thing. It is going to make Class 3E pulse lasers, the only class 3 pulse laser, available at a place where they cannot currently be bought.
They can currently be bought in loads of other places.
Anybody who currently has class 3 pulse lasers on his ship does not have 3C pulse lasers on his ship because they do not exist. They will not exist after this CG either.
People who say thay have 'C3' pulse lasers mean they have class 3 pulse lasers, not class 3 '3C' pulse lasers. Their lasers are 3E pulse lasers.

Your question there was "what happened to them" in the global rewards, and it was answered 2 posts later. The CG description has changed because the next tier to complete will unlock something else - and in addition to the previous rewards. But as I've explained, the CG has not been completed yet, it's not due to end until Thursday and only then will the rewards be added - i.e. once the services at the outpost have been upgraded. Please also understand that global rewards are that the outpost will be able to sell these lasers to everyone - not that you'll be getting them for free for taking part - just in case you've misunderstood that.
