It has to do with precession. The outlying mass at a distance keeps the station pointed in a more stable direction. You will notice that these stations are smaller than regular stations.

One of my bases in Gliese 868 is one of these stations, it is the same size as a regular Coriolis port

I remember trying FA Off Boost manoeuvring with mouse and keyboard while coming in to dock at one of these during Beta. That ended about as well as could be expected. I then managed to kill myself a second time by deciding to look at the Navigation panel while turning at the same station. I have, hopefully, learned my lesson about large rotating hammers.

I couldn't say for sure. The first one I saw, in Beta, was (I think) smaller than the standard Coriolis. I'll take some measurements the next time I bump into one. ;)
