The Vulture crushes the Courier in combat. The distributor, wide weapon placement, paper thin hull and inferior agility and armour penetration are why the Courier doesn't measure up. The DPS indicator on Coriolis isn't very accurate at all.
OT:
Upping the FSDs of every ship in the game by one class isn't really a good idea. Some ships could use a larger FSD like the Corvette, for others like the Courier or FDL it will result in a much larger boost than is warranted. Adjusting individual ship mass is a better idea but still runs the risk of altering the flight model by making the ship too light/heavy for the thrusters.
