It's a Ural 750, Russian built copy from the BMW R71 fast reconnaissance outfit they were making for the Germans before the war. It's not a bike with a sidecar fitted, it's built as a complete unit.
Mine isn't old, a 2005 model. They still build them over in the Ural mountains.... 2016 model has all round discs and electronic fuel injection...mine is the last pure Russian built one before they farmed some engineering tasks out to the Germans... strangely enough. Mine is also fairly rare as it has a left hand sidecar and is rear wheel drive only...most are right handed chairs with a driven wheel on the sidecar as well.
I have Japanese electrics on mine though, a Denso alternator, as the Russian ones had a habit of exploding occasionally.
It also has all round drum brakes, which makes those squeaky bum moments just that bit more puckering...stopping well over a ton of Russian steel quickly with Russian clad brake shoes just isn't happening. It only does 72.5mph flat out with a wind behind it though... which, believe me, is scary enough
As for Harleys being too tall... The older Evolution engined bikes (pre 2000), like mine, had a much lower seat height...24" for the Dream Catcher, which was the lowest production seat height of any factory bike. I'm only (was only) 5' 4" and I could flat foot it both sides when stopped. Handy, since it was a heavy beast.
