Correct me if I am wrong, but was there not a capital ship orbiting Merope (the star itself) that was visible on the navigation list before? I couldn't find it after the most recent patch?

There was, yes. If it isn't there now then that could well be a development in the Federation's ongoing plans.
 
thinking about MBs comments that we are making some wrong assumptions...

if we are assuming the - and | are binary it seems accepted that - = 0 and |= 1 it could just as easily be the opposite giving.

101 = 5 100 = 4
011 = 3 110 = 6

instead of
2 3
4 1

might be helpful for someones theory...

Right that's it: I'm going to listen to Orbital's back catalogue while I attempt to bend PostGIS to my will with Python in the hope that I'll get some inspiration.

Generally we have no real idea of what the numbers mean, if they're 1-4 then we have a pattern, otherwise we're completely in the dark.

However, due to -|| we can assume the orientation of the image, which gives us:
-|- -|| 2 3
|-- --| 4 1

But, if the image is 'about the planet' then the intention may be to read the panels based on the centre of the planet. If that was done top-to-bottom, then 1 and 4 would be reversed, giving:
2 3
1 4

But that doesn't appear to help much/at all.
