I'd like to know more about this 'London Treaty'.
It has a historical basis in the Washington Treaty and London Treaties signed between the World Wars, intended to stop the massive, massive naval arms race that preceded the Great War. It attempted to limit the size and firepower of navy ships. In reality it led to superpowers initially making more efficient and *better* battleships per tonne, rather than limiting effectiveness. Later treaties tried to stem the tide, but seeing as large navy ships were THE superweapon of the era, it was in every power's influence to subvert things.
Everybody tried to cheat and the situation worstened: Germany made pocket battleships and lied about displacement and production; Japan pretty much ignored, it and the UK and US declared that because *reasons* they could make larger ships. France decided they didn't want to take part and opted out.
Ultimately it failed to limit the super-power arms race.
