I strongly doubt they actually do anything regarding CL apart from "collecting data". They "collected data" on hackers/cheaters/script kiddies (using identifiable hacks) for a long time before they actually started banning them. Don't really think their policy on this would be harsher. On contrary.
OP actually needed to test this on a specific account for a long time and with many instances of actual combat logging. One week and few combat logs are not a viable sample.
If FD want to ban a planed, they need to be able to prove without a shadow of a doubt that a user is a "certified" combat logger. Banning people on account of a "dropped connection" is not something FD is likely to do... and I have to admit I understand why. I'm not condoning it or anything, but I understand how troublesome this issue is.

We all know FD does not play it's own game, especially not PvP and related activities in open. I have nothing against pushing this issue to get it solved and therefore don't think OP is wrong in his (their) effort, but their hypothesis was neither confirmed or rejected. They are simply incorrect conclusions based on superficial testing method, despite nice wording of the article and perceived good intentions.
It was a weak policy. The exploiters became very blasé about doing what they did. A bit more discretion and I doubt anything would have been done by FD.

You are attempting to impute something without a proper lack of evidence. It's understandable bias and I understand your pain, but you are factually wrong. All that SDC tests confirmed is that FD did not take videos into account.
Have they had a statement from FD that "the offenders are banned", then nobody could argue with the conclusion "FD are lying". Even the canned FD response is pretty clear regarding this.
They didn't prove that.
For all we know they sit around during lunchtime with Yorkshire Tea and biscuits watching the vids having a good old laugh about it. Maybe they laugh at the salty reactions of the PvPers involved. Or maybe they curse the combat loggers and call them names, but are powerless to do anything about it for whatever reasons may exist.
Also, their testing was a bit flawed. They made a sting operation in order to try and catch FD out. What might very well have happened is FD took one look at the reports, saw the accounts those were linked with, perhaps cross-checked IP addresses, realized who was behind the combat logs, and laughed and dismissed the reports.
What might have been funnier is if they perma shadowbanned those accounts and all other accounts owned by those people. Can you imagine the waling from those doing the testing at that point? "But we were only doing it to show how FD do nothing!" FD: "But we did something and now you are not happy?"
