Nope. The BGS is not PvP by definition, you are playing the wrong game (in that regard). The BGS is PvE by definition, because you can't influence by PvP. You can only influence it using PvE mechanics.

PVP means "Player v Player".

Any activity of one player agaisnt other is PvP.
If one player want to make CG against other player, then he do PvP.

Master Of Orion may be also PvP if you are playing against other player. BGS is something like master of orion.

PvP is not putting a virtual gun to someone else virtual head. A gun is only a tool. There are other tools.

Border Coallition had a war with Dark Armada (best legards to Lord M.). We did war faction by BGS. It was PvP. We played agaisnt each other.
In fact we did it in open, but only few player met. However, tools was equal.

Both sides had equal chances and possibility to use their all tools. But what if one faction would not be honourable and second whould have an advantage in combat pilots? Then this one have tool to totally counter a advantage of second, and second would be forced to play on enemy terms.

I could be wrong here but my thinking is that killing unwanted commanders helps to put the controlling faction into lockdown , or that at least loses influence for the controlling faction.. but im not 100% sure on that.

Is it going to negatively impact you to the same degree that repeatedly having to re-buy an expensive ship is going to impact me? because if not then the playing field isn't level.

I think that BGS manipulation can negatively impact to the same degree if not more. A dedicated group can tank a faction that a small group have been working on for months or years

You can do in Elite something against other, but you not need to do it.

But you're saying I do. If I'm doing a trade run then it's really not affecting you in any tangible way. But if you decide to shoot me then you are forcing me to engage in PvP, something I have no interest in.

Do my (invisible) actions affect you? Yes, in a tiny, tiny, tiny way.

Do your hostile actions affect me if I were forced to play in Open? Yes, to a profound way.

What you missed is this: Neither the game nor the BGS is about PvP.

IIRC only NPC ships count. Would be way too exploitable otherwise.

My actions will not affect you if you do not nothing agaisnt me. If you start hostile activity agaisnt me then i have chance to stop you, but if you switch to solo then i have no that chance.
If i would like start hostile activity in Open to you, direct, then i can interdict you, but you still have a chance to avoid me, destroy me, high wake, or just never met me.

Open is giving to me a chance to use my tool. It not mean i will stop you by my tool, but it allowing me a try to use it, and you still have possibility to avoid it by in-game tools. If you switch to group/solo, then i cant stop Your hostile activity and you will with 100% chance avoid mine.

For the love of mercy, it's not "about" anything....that's surely the sake of a so-called "space sandbox game"? Too many players miss this by projecting their ideals onto what game they think ED is but in open, it is anything goes. Any restrictions must be handled in game or you are deliberately looking to bring people down, and any game that has pirating tools and advertises that I may "just hunt other commanders" on their site is just a small part of evidence that purposefully no playstyle can be excluded.

And yes, the BGS can be PvP if that is how it's used. Which was exactly what "play how you want" is supposed to entail.

Now, I think OP is about to open up some unconsensual PvP on the both of you

I don't know how true it is but I've heard people have been banned from the forums for calling out Combat loggers, if you do even a little bit of PvP you unfortunately run into CL's. my first two times doing PvP were with logger's, one was a fight that as soon as I started winning "Poof" the second I interdicted a trader at a CG in an imperial system, I'm an Alliance player so I thought I would do some undermining, started shooting and again "poof"

calling these cheaters is part of what we do so some PvP players don't come here encase they get instantly permabanned.

They could always just abide by the rules of wherever they happen to be posting. A PvE player who couldn't resist naming and shaming griefers would find themselves infracted or banned here as well.

For me this is a forum for all ED players, PvP, PvE, people who're actively playing, and those who're currently not.
PC, Mac and XB.
Personally i haven't seen any sort of widespread discrimination of any of these subsets, by neither community nor mods.
But be prepared to encounter opposing opinions.
A PvP'er, of all people, surely should be able to handle that ?

Well, that's your opinion. All I'll say is that every time I consider returning to the bubble and playing in Open I encounter someone that makes me glad that Solo and Private Groups exist.

This is not another Open/PvE thread (though it might smell like fish)

I will ask for this thread to be closed if it degenerates further into mud throwing.

I think the reason it has degenerated so badly is partially the OP "assuming facts not in evidence".

There are dedicated and reasonable pro-PvP voices on this forum. Even though they would perhaps like to play a game that was like ED but tailored to a PvP focus they know this isn't that game and offer opinions and suggestions in that light, accepting that PvE has a major role in the game and respecting those who play it well that way. I don't see that bunch leaving. I do see them expressing the occasional moment of frustration but we all do that and they are certainly not unwelcome. Similarly there are equally reasonable voices for the PvE experience who are equally welcome. As a corollary, however, it can also be said that those who do not respect others play styles aren't quite so warmly welcomed. Any impression expressed elsewhere on the 'net that reasonable participants aren't welcome here is at best mistaken.

Name calling is forbidden. It is forum rule. It just gets enforced, so don't be surprised people go *poof* here.

so its ok then that cheaters can log under the radar. they should be named and shamed. I don't think any one else should but an official forum page to report loggers would be nice.
