A bit of a thug, apparently. Picked a fight with Palmerston, the Foreign Office cat, and took a chunk out of his ear. Any resemblance to the way British politics is conducted is purely coincidental. ;)
 
That patina is worth an Empire.

There is a wealth of information and history in them cracks. An archaeologist would cry if it was repaired ( In the future ). Every step of mighty men and women has formed that pattern. The depth of exploration in the withered remains of the old past is like a universe in itself.

I guess an old an extensively used building never going to be look like a new one, but somehow it does not looks like properly maintained.

And about Red tape? There is a single politician in history, who did not campaigned with bureaucracy reduction? this is #1 campaign promise on the top 10 of all times. :D

Seriously, we have steps and stairs like that in the place I work at, it's just natural erosion of stone paving, the only real danger is if you let algae grow on the steps so they become slippy (which it looks like they're not). Otherwise it's too shallow to be a tripping hazard, it's not a problem.

Altogether, to hide behind tradition as an excuse for laziness, or just keep the things going on how you like it for simple comfortable habit? A widely used subterfuge.
