Want less? You mean like actually having to avoid heavily patrolled systems? Making plans on how and where you should attack making sure you are near your anarchy star port system? Perhaps actually taking any kind of risk being a criminal. Maybe even weighing risk and reward.
You need to become a better bad guy if you think this change will do anything other than make it more fun being a bad guy. If you dont want to take the risk of being a criminal, then I say that you dont want to be a criminal. You want your cake and you want to eat it too. That is not being a criminal that is being coward.
This would be true if there was any fun gameplay in being wanted. In its current state, it's not, and there's no reason to unclude a option to "be a lying scumbag". Once they add syndicates, rewards, maybe ranks and special tools that reward people who are wanted, what you're saying would be true, but at this moment it's purely negative and abusive.

As said, that's not how PVP works. Most PVP happens by going to a CG because it's a big populated mark on the map, and looking for other PVPers. The trolls exploit this by making people "WANTED" even though they actually didn't do anything and are just looking to fight other people.
We are not talking about now. We are talking about in the future, with an improved C&P system. The reaction of the galaxy towards you, based on your relationship with it is the fun game play that would result. You can't use what we have now, to shoot down what we may yet have.
Somethings, like BH'ing and Piracy can't be forced on a player. Report Crimes on or off. Only those willing to be hunted, or pirated will make themselves available. Any number of aspects of the current game are there to allow those interested in being a '...lying scumbag...' the opportunity to do so. What the C&P system is intended to so is bring consequenses to those actions, not remove them altogether. Asking for that is where Carebears come from.
Then keep general criminality outside of a arranged duel. Heck, a "ASK FOR FIGHT" option that would lock the crime reporting state and NPC intervention for all involved players would be awesome.

Yeah, new C&P improvements, all nice.
But this is all extremly easy to abuse against other players. Dishonorable PVPers who will interdict you asking for a duel, but turn crimes ON when they start losing, or people who lure you into shooting first. You will become wanted and all of these C&P improvements will punish YOU even though you're not the one who started a fight. We've also seen fights where the enemy wing had crimes OFF but they had a healer with them who had crimes ON. Shooting the healer made you wanted, even though they started the fight and all of them were wanted except the healer.
There has to be a clear way of telling who has crimes ON and who has them OFF. This way we can also tell who's looking for a fight and thus not waste time on PVEers. The option should be locked during fights to prevent switching and luring too.[alien]
If you're wanting to kill someone and know you are in an area where killing is a crime, you should expect to become wanted for killing.
However this should be both-sides. A lying scumbag should then also become wanted.

Or is this just avoidance? You can both turn report crimes against me off. If you cant trust the other player to do the same, then you go to an anarchy system. If you cant be bothered to do that, then who cares what you think. There are already mechanics in place that allow you to do that. If you think it will be abused, then you bet it will. However it can be 100% mitigated by flying to an anarchy system.
So there is no need for you to discuss this hypothetical issue that doesnt really exist.
Or save FD programing time for important stuff and just step next door to a anarchy.

I think this is where PvE and PvP butt heads again.
For a PvP + PvP player encounter you might want "report crimes" locked during the fight, keep everything above board.
For a PvE vs NPC or PvE vs PvP you don't want it locked. If a PvE player gets jumped they should be able to call the cops.
Often a PvE player will have "report" off by default since the cops turn up and ruin your NPC fights.
