As an addendum to my earlier statement, I've found a UA while floating around HIP 15443. Heading back to the nearest base for repair (and selling all the junk I picked up along the way), but I'll be back out that way in a little bit, if someone needs this UA for the poking around and the like. Willing to help further the investigation.
I mentioned earlier that HIP 15443 is definitely an active site...could someone change this on the data sheet please.
As for me....bedtime I think. I've spent all night cruising around trying to find something different, something new, trying out theories but nothing has stuck so far....there's got to be something to the guardian items....surely...why else would they be allowed in the machine??
Anyhoo....night chaps...good luck with your findings....fly safe o7.
Found using Audio 3 of Synuefe RT-Z c16-13 - was passing this system on the way to RT-Z and noticed it had one moon and Ammonia world - so once I got the audio's, I didn't translate, I just went back and used the best/closest audio
The 0.02 margin of error (which seems to be a 2% relative error between the expected and actual distance based on your formula) is way too high. The distance resolution is 1/1000th of the Merope-Col70 distance, which is to say 0.871 Ly. So the reported distances should always be within +/- 0.5 Ly of the actual distances (Half of 0.871 Ly plus a bit to account for possible EDSM errors) - WU-X c17-6 is more than 2 Ly off.
Check the third triplet of the first number in the audio again. You've transcribed it as "010 011 101" but if it was "010 011 001" instead then the distances would end up matching HIP 22851, which is a known site.
I apologize if somewhere in this threadnought this has already been covered, but I have followed the instructions (I think) for getting a new message from a UL for Pleiades Sector KM-W D1-40 B 10 A -35.5592//155.9886, but cannot understand how to translate the audio the UL responds with into the binary indicated. Here is a video of the audio, using the messages I received from activating Pleiades Sector KM-W D1-40: https://youtu.be/CRJPBA4aU3w
To me it sounds like a sad whale sound. Am I doing something wrong? Or is this something new? Is it me, or do the lights flash differently after the messages are replayed?

You need to record the audio and look at the spectrogram of that audio. (get audacity and google it)
yours will be very noisy because there's a lot of background noise from your ship and your engines. try to minimise that and try to get as close as possible.

The binary audio is a very narrow beam in front of the UL. You need to position yourself directly in "front" of it to hear it. Also to me it seems like you're so close to the planet that the UL goes into decaying orbit and is pulled towards the planet - as far as I know this isn't needed. Try playing with the UL further away from the planet and the UL should stop in space without moving. Makes it easier to position yourself.

I was about to ask the same question, thanks for clearin that up. I've been recording the sounds and looking at the spectrograms and the true signal continues to evade me. It must be a very darn tight beam because I keep positioning myself in front of the "dish". I'll just have to keep trying I guess.
I'd rather take pitchforks to whoever decided that this puzzle had to be solved with spreadsheets and apps rather than making it something that anyone could solve on their own.

Doesn't need to be solved with spreadsheets but yes, I do think it is a bit odd to have a lot of the puzzle locked behind 3rd party apps. Makes it even more difficult for non-PC players. Would love to see some improvement in-game there, but with that said I have really been enjoying the developments. I've been hooked since Monday when I logged into Maia and was going to run some missions when a certain Listening Post caught my eye.

I went through all the trouble to get a UP, and so far all I've been able to do (other than see the admittedly dazzling light-show in VR) is go to random systems, drop the UL and hope that it points to a planet when I play the messages. Gotten squat so far, and when I eventually do find something it will no doubt be something already found by a dozen other people.
Making matters worse, all the sites I've been to have since been abandoned by all other players, so it's unproductive AND lonely.

Yeah thats never gonna happen though. And plus people CAN solve this on there own. Not like its hard to pick up a UA, UP and a UL and start experimenting.
