It just doesn't! So it can't change. It would have to be created to change. And why would anyone create a PvP policy in Solo? You guys aren't thinking straight.

But the holy trinity was missing the holy ghost, so this thread needed to be created. Without it the holy trinity is just one holy guy having holy dad issues.

You can actually instance with people from solo and attack them. I don't know how it happens though.
