I'd left Steam running in hope it would update in the day when I was at work. It didn't! Even exiting and restarting Steam didn't work. Finally restarted PC, loaded Steam and it started to update instantly.

Just now the launcher changed from "Updating" to "Doing server Maintenance".

I closed the launcher and reopened it. Only then did it change from "Play" to "UPGRADE"

So it is upgrading Horizons 64bit

ps. windows finished it's patch update first
