It's a good question actually. Is the 2.4 "narrative" over for now. In other words, were the attacked space stations the final stage of the planned 2.4 narrative? (not to say that the story won't continue). My guess would be - yes.
2.4 isn't over per se... Most of the stuff added seems to have missing triggers and/or lack of a specific set of requirements met.
Thargoids only start to tune in. Story starts to unfold. So there never be clear finish.
I think quite the opposite. While "Beyond" improves the mechanics of the game, I suspect that the Thargoid narrative has already been planned out for at !east the remainder of the year. Mind you, the division between Horizons and after-Horizons is somewhat arbitrary.

Oh I don't mean the story is over. I just mean the 2.4 part of the story ... a subtle distinction I agree.
Yes, maybe I've choose the wrong words. That the story continues is clear, but the content of 2.4. Were the attacked stations the last content of 2.4? Or is there more to come (during the beta-time of 3.0).
For me, the content of 2.4 was not what I've expected. The only 'cool' thing were the attacked stations and the evacuation of the inhabitants.
If it's over then there's been a shockingly small amount of story for something "narrative driven". For anyone who read Drew Wagar's Premonition there was loads of stuff in there which hasn't happened or been answered in 2.4.
I'm hoping for one last big event, there have been hints of thargoid motherships, I'm hoping we'll see them.

From a technical point of view, yes, 2.4 is over once Beyond is released..
Well, there's that ship that David Braben hinted at coming. That I'm hoping will come out in the Live game before Beta is finished.

I know I'm only speculating here but I feel that the INRA storyline we've been looking at hasn't finished yet and those thargoids are creeping closer to the bubble.

The galaxy map marking the various Guardian and Thargoid system markers would imply that some event might happen which would require a change to the galaxy map.

Content developed for 2.4 is not all released at launch, or before the next patch lands. We already know of some stuff still to come, such as smaller thargoids, and other stuff will unfold throughout 2018. 2.4 was 'time/resources earmarked for thargoids', not a specific release window.
The number is changing, because this is Season 3 of the game! I obviously can't tell you what's planned besides the parts that have already been shown/announced to you, but the game will continue to evolve and grow as we've always set out to do.
