Hello Commanders!

Hopefully, it was just that the target was wanted by the faction that controlled the system (hence being wanted in supercruise), but not wanted where they dropped out due to it being controlled by a different faction.

In either case, you need to scan the ship before firing as scan status does not survive supercruise or hyperspace jump transitions.

All this being said, we have made significant changes to the crime system, so keep an eye out for stuff that looks wrong, and submit bugs if necessary.

Must say, this is the sort of thing that concerns me.
As a generally law-abiding player I'm a bit clueless as to what you need to do when you get into trouble.

I was leaving a station, yesterday, when an FdL just launched right in front of me and I got a Cr100 fine for the collision.
Previously, I would just pay the fine the next time I'm back there but now I notice there's a message in the shipyard warning me of something-or-other the next time I fly that ship.

Now I'm worried it's going to be like ED's version of one of those stories where somebody ends up getting SWATed as a result of a heap of unpaid parking tickets. :p


It's like me getting a parking fine in Dublin and having to fly to Germany to pay it off! NutZ!

That's what the KWS will (hopefully) remedy once these changes (see the correcponding thread) become active. To take your example from below: the player is wanted in Europe, but you run him to ground in Switzerland, and he just thumbs his nose at you since the Swiss police doesn't recognize a European warrant.

You can pay your parking fine in Dublin all right, but if you have a bounty, those lads at the garda would rather cash in that bounty by themselves by bringing you to justice, so you'll have to find a sympathetic Italian with some connections to clear your name.
 
For what it's worth, I've had this exact same thing happen with "wanted" NPCs I've pulled from SC. Fortunately I just shot at them and realized what was happening, so only had the 9 min bounty, rather than killing them.

Which narrows it's scan beam, which allows me to dodge up and down and around while waiting on FSD to engage :D

That would make scanning (and bounty hunting) a bit more interesting. And it's a consequence of having (low level) bounties issued by local factions. Once the superpower bounties will come in, that should work out a bit better (or even more cofusing, if you have two different superpowers in one system).
Keep in mind that local factions may be extremely envious about their local privileges...

Depends on the type of penalty. A fine you can pay off at the local office of the issuing faction, a bounty you need to pay off at an Interstellar Factor. A minor friendly fire incident should only give you a fine, but there are at the moment a lot of angry noises from people who just 'clipped' a clean ship and reportedly got a bounty. May be that they clipped it with a size 4 PA, or that they're confusing fines and bounties, or that the friendly fire/reckless discharge boundary needs to be lifted somewhat. If it happens to you,
- check your transactions tab whether you have a fine or a bounty
- if you have a bounty you think you didn't deserve, write a bug report

Jack Shaftoe made a new flowchart which pretty much covers it all as it should be.

I have actually had wanted NPC in SC then show clean in NS even after a scan. Learned that lesson the hard way. Now at least the explanation of jurisdiction makes sense.

There is no such thing as being wanted in a system. You are wanted by a faction. When the faction controls the system, you are wanted in most of the system except those areas which are controlled by other factions, namely stations and planetary bases. This is no different from how it has been working since the crime rework of 2015. So yes, you can appear as wanted in supercruise because the controlling faction wants you dead and the overwhelming majority of the system (that is, mostly empty space) defaults to the controlling faction's ownership. But you can still take shelter at one of the other factions who don't care.

Need a spreadsheet or a flowchart to figure out when it's okay to open fire.
