Where are the Cutters and Corvettes?

Spent quite a few hours hunting in various resource extraction sites and have yet to come across a cutter or corvette. The only place I ever see NPCs flying them is combat zones.
What's going on here?
 
Same with chieftains. It would be nice to see these ships more in game to add to the diversity and break up the monotony a bit. They should also occasionally sport ship kits and paints for the same reason.
 
Do elite assassination missions or the wing assassination missions. They are always usually the leader of those. Otherwise CZs are the place you'll see them the most. I've been playing this game for over 2 years and never seen them in ReS'
 
Cutters and Corvettes require Naval rank as officially they're naval ships. You won't see them being flown by just ANYBODY.

This is why you see them in CZ's. Because that's a naval fight.

REZ sights are pirates and authority. You might see them in the authority ships but rarely if ever in the hands of pirates unless they're players.

I mean seriously. The ones in the hands of player are decommissioned Naval Surplus ships stripped down of all their military hardware.

I actually saw a couple chieftains last night which surprised me and made me wonder why the other two big ships were excluded.
 
Saw a wing of 3 Chieftains in a CNB the other day.

Yeah, NPC Chieftains & T-10 can be seen as regular traffic all over populated space. Corvettes and Cutters are only in combat zones or high level assassination targets. Corvettes also appear as random NPC spawns parked up on planets.
 
Cutters with the mass lock and Clippers with engineered weapons taking out your FSD is your worst nightmare in Open play lasting maybe 10 seconds. You need 15 seconds to disengage. Be careful out there.

But it shouldn't just be the human players who have climbed up through the ranks and then fly these ships independently.
As is constantly pointed out, we're specks in a giant galaxy. Anything we're all doing, there should also be NPCs doing.

While I agree with you in general, in game we are supposed to be members of a, cough, elite institution of movers and shakers and we are supposed to get preferential treatment and better access to things others may not. Plus even with that aside your average joe NPC isn't likely to covet and chase after the most expensive and difficult to obtain ships just because they have nothing better to do, if they're even offered to non-pilot's fed members at all, so they should still be disproportionately in the hands of people like us who don't have "families to feed" so to speak.

Actually, we fly the same one's they do. Even better than theirs in some cases. The only difference is that the military ships sold to independent pilots don't have the ability to launch multiple fighters at once without having an additional Pilots Federation Commander.

The military pirate ships I usually see in RES sites are lower ranking ships. I always assumed that these were either rival government agents or former servicemen who took up pirating.

Have seen lots of cheef's. They make great shrapnel :D Saw 2 in a wing with a Conda. And I think the conda slf was doing more damage. (Nerf 'em) :D

So the ones flown by the Navy in CZs are fully-powered, no class 1 hard point, multiple SLF launching disco balls?
