I came back to the game the day before yesterday. After figuring out the new system and reading the patchnotes and this thread I don't get why FD changed the bounty / fine system the way they have.
I have been playing ED in solo / group mode almost exclusively for 400 hours and stopped playing yesterday after about 10 hours into the game because the changes to the bounty / fine system are a real pain for me (and I guess many other casual players).
I don't kill npcs on purpose. It just happens from time to time in res sites or conflict zones because I am a sloppy pilot / shooter.
So now I am supposed to wait 2 hours after the second incident to continue playing? Every second time i accidentally kill an npc? Seriously?
Besides that, I don't understand how the new system would prevent "ganking" without destroying "pirating" itself after reading this thread.
Isn't there any way the game could distinguish between attacking / destroying players and npcs, or at least get rid of the 2 hour waiting time in solo / group mode?
As a casual player which had an enormous amount of fun with ED in the past I have to say I'm not going to play it anymore until there are some reasonable changes which make the game appealing to me again.
I hope there are some reasonable changes coming.
As you have guessed by now, English is not my native language. Sorry for that, I hope it's not too bad.

The way to mitigate the problem for us sloppy shots is to use turreted weapons which rarely hit innocent bystanders or smart rounds if you have engineering access which self destruct to protect you from stray shots.
 
They did a stealth Nerf to rank gain as well.

Superpower Rank-up Missions have been moved to the Follow On Missions section to make them easier to find

You have to do missions to get Follow on Missions.
Fraction of missions give Follow on Missions.
Navy rank missions are not priority after reaching 100%
Follow on Missions do not change once offered (this makes seance)

I was only able to try things out for a few hours this morning. During my time I ran courier and data transfer missions from Gang Yun and filling up before I returned. I did 3 round trips all with 100% in rank (I had to refresh the board several times to max out on missions). I was offered around 8 Follow on Missions all planetary scan NONE for the Navy.

So even if you grind the rank good luck getting the missions to unlock them.

A ganker is now pushed into using a less viable ship and looking for weak targets. Apart from how desperately sad that is, it suggests the new system makes it harder or less fun to gank.
Organic pvp will hardly be affected by having to pay off a bounty any more than having to pay for a rebuy.

I suspect some ppl here are not being very honest about their objections to the new rules.

The patch notes are not as in depth. All this stuff should be in:

[1] * KWS detects all faction bounties from all factions in all systems (not Power bounties or superpower bounties)
[2] * KWS grants license to kill when superpower matches between current jurisdiction and faction bounty

* NPCs have bounties from current jurisdiction, other factions in system, factions in nearby systems and occasionally factions from great distances

One thing that missed the deadline is "KWS prevents reputation loss for destroying ships unless they are criminal faction ships." We'll let you know when this is ready for deployment.

So, how does this work then, Sandro?

If I KWS and it detects bounties as per [1], but those bounties are not jurisdictionally aligned as per [2], can I still collect the bounties if I kill the target? Does that mean that I'll myself become wanted if I do so?

There are 2 REAL objections to the change IMHO:

1) People want to play as a criminal and be able to keep the wanted tag. Fair enough, I hope FDev find a suitable way to do this.
2) People want to be able to permanently avoid the costs of their crimes as they could before.

As someone clearly who does not PVP much, you do not realise how wrong you are.

Ganking is easy, STUPID easy!

If I wanted to gank, I could do it all day in in the most lightly engineered Viper.

Put on some grade 3 thrusters. Some overcharged Multicannons ( gimbled too ).
Stock biweave and some HRP. Maybe G1 them for extra hit points/resistance.

Find weak ships and gank away. Would never die and if i did, cheap rebuy.

What you don't seem to realise, is terrible pilots in weak ships, do not take much to Pop.

It is near impossible to pop a decent pilot in a stronger ship, because of high wake. So this will not have changed.

If you want help learning how to gank. Many would be happy to teach you and then you could speak from experience in the future

You said moving to cheaper ships
A good ganker in a Vette/Cutter will never die. FAS point is just to illustrate ways around if they happen to die often.

New ganking ship in order to keep PvP ship clean. Then you can outfit at will, so for organised PvP, outfitting is unaffected.
Down side. Organised PvP can be boring.

People stopped engaging in PvP in 3.0 as the hassle wasn't worth it. If your target dies with crimes on in a random PvP fight it's an hour before you can pay that off. Assuming you don't fight anyone else.

So no. Not unlikely at all. There are people that PvP and REFUSE to turn crimes off. I fly crimes off always so I can enjoy it with the regulars. I can't keep cycling it all night so getting wanted is inevitable.


I do enjoy my wanted tag. It gets people to come shoot me.

If I'm good at being a criminal why should I pay?

Perhaps allowing Cmdrs to sell hot modules (at a reduced price) but not store them would be a happy medium?

I'll refrain from nothing - the main complaints were being able to refuel.
Don't give a rats for the rest - if you're criminals then you deserve everything you get imo.

Honestly though, unless you play a criminal, you really should be careful about tossing out over-restrictive suggestions.

There are a lot of nuances to playing a criminal (especially now, with the new C&P) that only criminals will know about. And none of us are complaining about being criminals!

i love that stuff gets wholesale changes like this and i can barely work out what they've done.

is the amount that the rep goes up by the same but it's just that they've added....whatever the heck else they seem to have added as an additional step, or did they slice the amount of rep too?

honestly, the patch notes need to be way more informative than obscure "applied some balance" or "made some adjustments". it's very frustrating, especially when it's often a euphemism for "huge nerfs across the board".
 
Thank you for putting back Ctrl+F & Ctrl+B. Very much appreciated, though I also feel sorry for all of the FPS Drop comments that you'll get from people that don't even notice unless they have a counter.

Outfitting is now locked for players in Hot Ships, even in jurisdictions where they are not directly wanted.
Umm this doesn't seem right. Outfitting locked, yes, but for an allied, no-bounty jurisdiction? The whole anonymous access should be only in wanted jurisdictions.
Attacking Wanted ships (player or NPC) is now legal even if the player does not know they are Wanted
Excellent! I always wondered if there was a technical problem preventing it...
The Kill Warrant Scanner grants a license to kill for any faction bounty linked to the current jurisdiction’s superpower
So KWS is unhelpful in independent or "empty" systems?
  • NPCs have a chance to be affiliated with factions from nearby systems, and a smaller chance to be from further afield
  • Wanted NPCs may have secondary bounties issued by factions from other systems

  • Skimmers only spawn when you are in an SRV
  • While in a ship, approaching Settlements where Skimmers are spawned will trigger the crime of trespass
Balancing good, skimmer fix good

Very nice guys! Hopefully the bug squashing continues apace!
