I am a bad, bad murderer by accident

Yes, it's this topic again.. Next incidence:

Once upon a time, in a HazRes... A threatened Python under heavy fire. Victim or criminal I wonder, and head out for a scan. While scanning I reduce speed to 0 in my FDL, it shows that this Python lady is clean. I just think about taking care of her offenders, still at 0, when that struggling Python speeds up and slightly touches one of my wingtips. Nothing happened. So I check her enemies. A few master grade Cobras and an expert Asp. Not worth the ammunition.

So I turn away. She's gonna make this on her own, I think. She's a Python, she can handle that. Not a single shot was fired by me.

15 seconds later she explodes a few kilometers behind me. Verity's voice echoes through my cockpit: "Bounty incurred", for murdering the unfortunate Python, I can read on my HUD. Denial of assistance? No. Probably it was her tender touch of my wings that makes me a murderer now.

I consider my options. It's Sunday, and the next two hours I can now either spend going to an anarchistic system to re-fit my FDL or call my Python for doing something that I don't want to do right now. I could also play another game, or I can go to my favorite Biergarten to take a glass or two in the sun. So I log out.

Well. I'm not ranting or something. But that's simply not fun to play.
 
Or you could stick around in the HazRes for two hours. No security to scan you. As long as you don't incur another murder bounty and notoriety, you'll be good to go at the IF.

There are a lot of NPC bounty hunters in HazRes. The worst thing that can happen to you according to my experience is being in the middle of a dogfight with some decently equipped elite gangster, when a wing of NPC bounty hunters cross your way.

I’ve never seen NPC bounty hunters in a HazRES. Plenty of PP ships, but not bounty hunters.

The last time I had a bounty and went hunting (to a CNB, but shouldn't be much different to HazRes) I was immediately offended by ships. Those clean battleships you see in a HasRes and that scan you probably will go for your bounty. Can try next time I play. Got 2 hours to find out. ;)

There is a HUGE difference between CNBs and HazRESs. CNBs have bounty hunters, pirates, smugglers, and freighters. HazRESs have miners and pirates. Both have PP ships on occaision.
 
There is nothing hazardous about a HazRES. It doesn't matter how large your bounty is, or how much notoriety, provided you don't have any cargo, you can safely go AFK for as long as you like and NPCs will leave you alone.

Supercruise is where you have to be careful with bounty hunters.

So far the theory. Now some practice: I just re-logged in the first time after I logged out on that incidence (still in the HazRes). It didn't take one minute till I was scanned and offended. Did not even have my hardpoints deployed. Jumped to SC. Now you.

Check the ship. Probably a PP NPC (PPNPC?). They use the KWS.

That doesn't change the least. When I'm clean in PP-hostile space, I'm not offended. When the Python NPC that stroke me was of a hostile faction (I do not even know), and it's a PP bounty (I cannot even distinguish that by now), I now get hunted by that "non-existent" bounty hunter in that so very safe HazRes and can omit bounty hunting during the next two hours - that was what I said, and still that's very correct. I just made a video proof. I'm lazy uploading it, so do you really need it or do you believe me straight away?

I believe that you don’t know the difference between a bounty hunter and a PP NPC.
 
Right, that's because there is no difference in fact. If you call the wings that scan me by now "PP-NPC" or "bounty hunter" is just lore and doesn't the least avoid me getting offended. I just can head back (far away) to non-hostile space to avoid this. And, FDEV doesn't make much of a difference themselves (look on the comms, they say things like "You dirty criminal, this will make for a good meal..."). (By the way, just checked: It's a regular bounty.)

KWSs don’t selectively choose regular bounties or PP bounties. Since PP ships use the KWS, they’ll still tag you.

As for getting wanted, it doesn’t really happen to me because I know how to drive.

I spent most of last night in a HazRES in a high security system, murdering miners. I was already wanted and notoriety 10 before I went into the system. I was chased into the HazRES by a bountyhunter - but that was due to being spotted supercruise, not the RES. I had to run to another system, as ATR turned up to help the bountyhunter. On returning to the system, I then spent the evening merrily killing (with a couple of logoffs for RL reasons). No security, no bountyhunters.

You should have stated in the OP that your problem was due to powerplay.

Haha. Thats funny. Read my op. Tell me where I did complain about this at all. It where others who, in a try to offend this broken system, advised me that I could go bounty hunting.

This is btw no pp issue. I never attacked any PP related NPC.
