Will we get the update b4 Xmas?

Game's not ready, but FD will say it is, and everybody who hasn't experimented with the beta will be just as confused as we are now.
Meanwhile FD will be on the British extended holiday of at least a full week Christmas to New Year. Servers will go down, and somebody has to come into the office to fix it at an unearthly hour, meanwhile the bug reports will extend into multiple pages without answer until the first week of January.
Then an update is issued.
But to answer OP, they have to issue the game in time to sell new paint jobs in the 12 days leading up to Christmas.

Generally Fdev likes to make the x.3 patch or chapter 4 of the year, the "Christmas Present" in which all these awesome new fangled featured debut and you are playing around with like christmas toys.
So barring the end of the world, I'd say that is the intention.

Looked at the calendar for 2018. I'd rather think that FD will probably do the "Christmas/New Year's weeks off" thing so, based on that assumption, my guess is around Dec 18. I never see them drop an update on a Monday. Thursday would be the "normal" update (weekly). If the update drops on Dec 18, they'll have time to catch any quick bugs that NO ONE KNEW ABOUT before the thing goes live and be able to perform any quick "hot fix" needed (by either the Thursday update or a Friday update) before the Christmas Holidays start. It's 4th Quarter, got to drop during that time, so no later than Dec 18 is my guess.

Id be very surprised if it wasn't released before Christmas.
As for what's *after* Chapter 4, unless DB drops a hint in the Christmas streams I personally wouldn't expect anything officially until a couple of months into 2019 at the earliest.

I hope that there will be relased first patch for Q4 before Christmas, which will resolve the biggest issues (as it was everytime with big update, alas).
