I'll add my voice to the Universal Limpet Controller calls.
That is less QoL and more feature though, so perhaps a bit outside the remit of the topic.
That said, if FD wanted to they could do this quickly (for some definition of quickly) by simply (for some definition of simply) adding a low capability version of all limpet controller types to all ships by default. Give them rubbish range, duration and single limpet operation but it would work.
You'd still have to do things via fire control group like now (which would make that list long) and you'd still have to use limpets as cargo (I think they should be ammo) but it would give all ships a basic capability and you could still use better dedicated controllers to add improved operation - something you'd still really want to do in most cases you are using them in earnest.
Doing this would give people more of a chance to try out different gameplay scenarios more easily, still reward specialisation and stop us all from going on about it for a while...
They could then build out from there with improved control schemes, limpets as ammo and some ship type specialisations based on better/worse basic capability. Or not. But we'd have something
