They spawn only in High Grade Emission signal sources. Try Boom systems with as high a population as possible. If you don't, you can always exchange other Grade 5 materials to them, if you have a surplus of something.
 
I scan the nav beacons when I enter a populated system, and when I see a high-grade I grab it. In Colonia I find a few of them every session that way.

Wheras I have an absolute bucket load of pharma isolators that I have no need for and I really need proto heat radiators. Anyone else want some kind of player market where I could swap about 30 of the things?
 
It's a pity we can't trade these items outside stations .... releasing/scooping them as for commodities, but I suppose pirating for materials would become a big thing ..... hmmm maybe they should ! 💡

3 hours at LTT 5212 nothing even one HGESs
Wow, that's unlucky.

I picked up another 2 HGE's with them today at Legees, I think.(I'm going for the Isinor permit so it would have been around there).
Just FYI, I was solo yesterday but (empty) group today, scanning the system on entering then selecting the HGE's only out of all the things on the LHS of the scanner. They were all about 2k to 5k out.
 
I've spent most of the last week trawling around likely systems looking for G5 mats. Every one is at the mercy of RNGeesus, what works for one player doesn't necessarily work for another. However, there are a few basic tools that can make the search a bit more palatable. The first is to build as large a jump range ship as you can, in my case I have a 74LY DBX. The second is to use EDDB to filter systems based on their states and the third is to use EDEngineer to keep track of the most beneficial systems that you have found. This is about all you can do to help in the search for G5 mats.

The other thing that can help is an ability to accept that it is a grind, that it is RNG based and an ability to plough on regardless of negative results is a must. It is not good game play, it is not a good way to use your in-game time and it will be frustrating. I'm fortunate in that I can keep going session after session without going mad. Other players are not as forgiving. It's long past the time when FDev should rework the entire mat gathering process but it doesn't look like they're going to. They appear to have neither the will nor the expertise to put it right. Their over reliance on layered RNG throughout the game is a sad indictment of their lack of respect to the players and their time.

FDev could, to some extent, mitigate the tedium by the simple expedient of having a 2 to 1 exchange ratio for all G5 mats at a material trader. This would require no big code re-write and would help specifically in the case of Improvised Components and PIs. Unfortunately they appear unwilling to make even this small change to their broken BGS so we are left with the tedious 'game play' that passes for 'content' in the ED galaxy.

For what it's worth here are my G5 collecting results from the past week. Obviously if system states have changed then these systems no longer apply. The systems are those in which I found the majority of the mats. It might help someone however doubtful that is.

Right now. System = Kartenes - Imperial system and I've had four HGE with Proto Radiolic Alloys and Proto Light Alloys in two of them and Imperial Shielding in two. There's a mat trader in the system at Parkinson Port.

I've traded the PRA and IS for Improvised Components and relaunched to fill the PRA and IS again.

It seems to me that the best (only?) way of maxing out the hard to get G5 mats whilst the BGS continues to be borked is to get the 'easier' found G5 mats (Boom Systems) and trade for those you need despite the trade rate being absolutely rubbish.

Oh fer gawds sake FDev fix your crappy game why don't you? Yeah, I'm not holding my breath.
