What is the proper way to turn in Agronomic treatment?

So in your left hand transaction panel, you don't see anything for tonnes collected? I do, if you don't then yeah, that's a bug.
At present there will be no rewards issued because the CGs haven't reached Tier 1 yet.
Is there a lag in recognizing tons collected?
Not for me. Not yet anyway.
Maybe they heard the feedback about the prior phase, such as "It'll reach tier 1 regardless of players' efforts to oppose it." So now they made this one so tier 1 can't be reached regardless of players' efforts to support it. LMAO 
I've seen lag in the transactions panel previously, it updates eventally.
Looking at the CG via the mission board seems to always work and seems to force that update.
No idea if that is what is happening here.
I've yet to try the trade CGS for the current I.I.
As for the Quator "hand in combat bonds after killing Scythe of Panem ships" there's too little CZS as well as other CZS with unrelated wars of different Factions going on. Not to mention all CZs are borked so grinding with wing mates is beyond a joke. May as well resort to private or solo to grind an on par combat bonds amount for that cg without the risk of CZs just breaking.

The mission detalis on transaction panel (left hand) never refreshes the moment you drop the commodities. You need to reload instance, which usually means jumping to another system, or back to SC. You can also exit to menu and load game.
But if you've made 2 runs and you don't see any update, then it might be a bug.
No just over 2 million to go on each of them by current estimates, and many sources are now down to where the refresh rate is important.
Sometimes, well that used to be the case for the transactions panel the data in the missions section of the station menu usually updated right away.
I've just handed in a notional 72 tons to put me among the top 100% of commanders out there at Diso ...... and it updated immediately. My suggestion would be to try again, but don't sell all your cargo to market at once ..... sell a few tons and see what happens.
