That section is such a joke. If they have a dedicated "ship team" then developing ships doesn't happen "on the side". We all know ships are the #1 revenue stream and vital to keeping the show on the road. They're trying to frame it as though these people (and how many of the 450 staff are involved?) use the occasional spare cycle to work on the odd ship here and there when they're not working on stuff that CIG can't reveal because spoilers, when what they mean is the whole core tech dumpster fire is holding up any meaningful progress on either game, so they have dozens of artists with nothing else to do.Why are so many ships announced?
Simultanously with the new roadmaps announcement CIG reacts to frequent criticism: How can it release new ships regularly? As those are offered for real money Star Citizen has won a reputation for being a ship sales platform.
According to CIG the reason for this is pretty simple tho: Its easy and can be accomplished on the side. Telling the ship team to work on a prowler doesnt result in lots of discussions. Because it doesnt draw resources and effort from other aspects of the project.
If you want to decide if you want to flesh out the existing mining profession or implement the basics of a new profession you gotta prioritize. Because works to one affect the other negatively.

Both should wait and see what it actually delivers (much as SC fanbois should look at what that currently is, rather than keeping pointing to some fantastical future version that never comes).

yeah kinda reminds me of all the "this MMO will kill WoW" talk back in the days. Tho to be fair SC hasn been "alive" yet so cant really be killed eh?
