No I don't think it's likely they spent months creating a new ship to begin with.
 
It's hilarious that people actually think fdev would hide a whole new ship in the game for months or years just for a minor storyline :ROFLMAO:
It's pretty hilarious that fdev spent X amount of time developing faction installations, mega ships, CQC, the panther Clipper, the Exopod, the dredgers, everything to do with piracy, and did nothing but let it sit and rot. But yes wasting an unreleased ship is completely out of the realm of possibility.

The difference? Man hours spent on something we don't even get. They wouldn't throw money away like that. The difference with the things you mentioned is that they've all been released and are available to players.

You do realize that 3 of the items I mentioned are in fact not in game. 2 of them have have been confirmed to be an asset since before the game was even in beta. Thus i have demonstrated they do and have wasted resources in the past. Furthermore a wasted feature is a wasted feature regardless if it's actually accessible in game or not. The manpower used to create something like a faction installation is irrelevant if there is no incentive for anyone to go there. It's also standard procedure in the gaming industry to hold back assets to increase the lifetime of the game. It's entirety plausible that fdev may have many ships on the drawing board that may or may not ever be released.
