I think I will have to disagree. With all its issues (other games have their own issues) exploration in Elite is imo probably among best in class out there.Mr. Braben gave an interview lately - Obsidian Ant has covered it - some opinions about the upcoming Starfield from Bethesda, nothing really interesting though. He mentioned as well to have played NMS. And he still thinks, that ED would have exploration. How could he, if he really played NMS - the galaxy in ED is a huge bunch of nothingness out there, one barren rock after the other - compared to NMS there is no such thing as exploration in ED, nothing to find, nothing to do, just taking pictures of yet another barren rock somewhere in the galaxy. I really wonder how he could possibly not see that there is nothing to play in ED compared to NMS - an empty galaxy with barren rocks everywhere.
You could smuggle quantities of gusset literature into bases.

Lets pretend fdev doesn't specifically hate rubbernuke and is thus purposely shunning powerplay out of spite.
the only way powerplay is going to get meaningful attention is if it can be incorporated in on-foot gameplay.
that means creating versions of power activities that correlate to on-foot action.
Like Utopia is about convincing systems to join utopia via pamphlets and such. So on foot, this would equate to maybe running around settlements and hacking ad displays to display Utopian messages. This would be a naughty activity so you have to be sneaky about it.
Likewise, we have to truck around dissidents... On foot, this could involve using Utopian darts to shoot dissidents (who would be randomly scattered in settlements that utopia controls). The darts cause the dissident to become docile and go about their day. They will resist you upon seeing you though, since you'll be recognized as a member of the power - potentially opening fire. Killing dissidents does not get you merits. Shields must be dropped for the dart to have an effect.
PP CZ's would obviously involve killing for Utopia. Big ole settlement battles with contingents of utopian npcs storming settlements or defending them. etc.
During such events, unlike stellar events that take place in the middle of no where in a system, on-surface events occur at settlements. Interrupting any normal function during them. Alternative is that there would be special ad-hoc 'settlements' that are dynamically placed on surfaces during these events to hold the event denoting strongholds or such that disappear when the event is over.
any other powers who use a cargo hauling mechanic that doesn't translate to something like described above could utilize a material. That material would have a limit like other materials, and so you would have to turn that in periodically to regain your capacity.

Something tells me, the playerbase age distribution leans way older than typical. Especially the players who are excited about a drawn portrait that shows at most, some arm skin. If they lock out people from meeting them face to face until they put in a fair few hours of powerplay the honry 14yo platers will flock to PP so they can flock to Aisling.
