Suit Schematics

Military Settlements. They have a locker (with code) in the Command Center (Control Room) full of Suit and Weapon Schematics
 
Actually, those Military settlements are good for Suit and Weapon Schematics.

For Suit Schematics only, most of 'Power Center' rooms in any type of settlement have also a Locker (with code) with one or two of those data.

You can also get them from lockers in STO and CMD buildings, sometimes. And you can easily get them from doing missions.
True, I forgot to mention that, Mission Rewards are great, maybe even faster than looting, to get those data !
 
Any settlement with a large command centre has a locker upstairs with mostly schematics, including suits. Personally, my favourite settlement to target is the large science one. Large command centre, two two story research buildings with an additional security post, a large habitat with plenty of lockers and a good amount of data ports.
 
The larger high-tech and Industrial settlements, in CMD buildings, second floor, entrance/exit further from the windows, across from the data terminal. Bring a plasma cutter.

PWR buildings, especially if they an upstairs, can have a few - and weapon ones

Edit: Basically you should play the game and look where they are. Also they are mission rewards.
Everyone knows that the only valid way to play ED is to spend six months writing up a theorem on how to most efficiently play, and then using that strategy, buy the game, and unlock everything within three hours, before going on to the forum to proudly complain about the game having no content.

The grind for on-foot gears is so intense that even with those most efficient ways, it will still take weeks, no worries.

Good.

Grind is good, despite what people think.

It's literally the only way games have any hope to last years, like people here so often claim they want for ED.
 
Buy G3 gear (Maverick suit + tormentor+ intimidator if possible) and do the missions. Do the missions for the rewards. Focus on one upgrade at a time whilst picking up missions for stuff is you see it. Play for enjoyment. That way there is no grind.
