At notoriety 10, each full NPC / player scan spawns an ATR vessel
A half though out idea, but: If a player is at notoriety 10, they have to be very careful about being scanned by random ships, security or other players as if they are, an ATR security vessel drops in to hassle them. The handwavium being that a scan is like a sighting of you thats disseminated...

I think they're using this thread as a source of mission ideas ...
i still think they dropped the ball hard with cat media. they should have given it unknown artifact qualities where completing too many cat media missions in a short amount of time triggers a halt of all activity in the station. services shut down, missions stop being spawned... except the missions to get more cat media or missions to round up cat media to get things normal again. With a cooldown period for inactivity being a few days.
