That was what I read also:

"Galaxy, story, missions, have to match, and it does mean the single player has to connect to the server from time to time, but this has the added advantage that everyone can participate in the activities that can happen in the galaxy. A fully offline experience would be unacceptably limited and static compared to the dynamic, ever unfolding experience we are delivering."

Not looking good I am afraid,

The whole tone was about managing expectaions for a launch that is missing many features. It even seems to hint that there will be no more ships at launch, everything coming after launch

I wonder what is meant by 'from time to time' though.
Personally, I intend on playing online 99% of the time but was hoping for offline mode for when I am away etc.. even if it was a diluted experience.

"from time to time" is likely a reference to when the game has to update prices and missions etc from central servers.

No off-line singleplayer... well that sucks. Makes you wonder if Frontier has noticed the constant backlash that always on-line games catch? They better have the servers to handle it, because I expect devs who force always online to have pretty stable servers that allow me to play my game whenever I want to.
Yes.
Color me crazy, but I feel that Frontier has now taken it upon themselves to make sure that the servers are online and accessible all of the time, everytime. Without fail.

If anyone is aggrieved at a bait and switch on offline mode I really think they should seek clarity from the ED Store email address and prepare to dig their heels in for a refund. Immediately contact your credit card company and raise a dispute so you do not pass a time-out while dealing with ED. IF ED capitulate and refund quickly you can cancel the dispute.

The entire newsletter was about downplaying any expectation so they could essentially release beta 3 on 16th Dec.

Obviously people who bought ED on pre-order from the STORE can now leverage the lack of offline mode to get a refund, certainly here in the EU they can and where I live (from time to time) in California, there is also strong 'bait and switch' legislation. In fact I think the sale globally is covered by EU\UK laws on that sort of thing as the currency used is sterling, which tends to set jurisdiction.

I gave them the benefit of the doubt, but they now can quite frankly go reproduce with themselves.

AS long as there is a way to play after end of life, I'll be happy. I like the idea of intermittent updates of the solo instances, since it allows the game to be 'freshened up' and maintain its relevance to the online universe. It certainly would have been nice to have the option of solo, offline. Since it's been a long time since I have had a game with that option! ;P

From the Kickstarter FAQ:

However it will be possible to have a single player game without connecting to the galaxy server. You won't get the features of the evolving galaxy (although we will investigate minimising those differences) and you probably won't be able to sync between server and non-server (again we'll investigate).

I can live with that my Galaxy will be static and that I can not sync with anyone else.
But this FAQ point was what made me back this project.
I have been severely burned in the past by games that force someone to get online even if only once in a while. If they do not make this game playable singleplayer only, I would consider this a failed project and I would want my money back!

This was a clear and promised feature.

Now, the statement from the newsletter still leaves some loopholes open for interpretation, so I won't say something like "fraud".
Yet.

Actually I have a feeling it may because they've been getting more stuff off the client side of things, on to the server. I've noticed a marked increase in cheat protection measures (nice job, Frontier) and they may have reached the point where they simply can't have a fully offline version now since they've moved too much to the servers.

Which is quite frequent during an hours long gaming session.
I interpret "Time to time" meaning once a week or even less frequent, but that's just me speculating.
Either way, its not very clear and could do with some clarity.

Yes, I bought the game for a large part on the prospect of off-line play. Luckily, I play a lot of games so when I get in the situation that I can't play my game because of ISP-troubles, or server downtime at any point where I feel like playing and that happens often enough, I'll eventually discard the game and move on. The money is gone, I've spent it and it's no use crying over spilled milk.

But will I recommend Elite to my friends? No. Because none of my gaming buddies like always online games. (Not even talking about Early Access Games. That's why I'm on my lonesome here, lol) Now Elite's recommendation is "Forget it. It's always online.".

Yeah, pretty much everything in that newsletter was marketing speak rubbish for breaking promises.

"We'll have 30 ships, at some point" - But no 25 ships at launch
"Solo play needs to be online for all the dynamic-ness" - So no solo offline at all

I really wish devs would realise that marketing PR speak just makes people kill, it has never appeased anyone ever. Just come out and say we need to launch now, and to do that some corners have been cut but we will get round to offering everything we promised where applicable but X,Y & Z are gone for good because...

It's not hard, don't treat us like muppets and you don't lose the insane amount of goodwill you have had up until this point.
