There is an issue at the moment with corrupted care packages - the message is corrupted and the care package isn't delivered. I got the issue with the care packages for rank 19 / 20 - but the one for rank 21 appeared as normal.

I will say that once you get to level 100 and all of the benefits/modules are unlocked, doing my usual ship build testing and pirate popping gives me a steady supply of care packages. Between mission rewards and care packages I may never have to farm for manufactured mats ever again.

I believe the issue relates to the number of outstanding (unclaimed) care packages rather than the Commander PP rank - sorry my post should have been clearer.
