No, it is not. It is an opinion shared by very small but loud Crew, starved of victims. And it is so long because ED tolerate any talk in building the hype for PP2.0. Otherwise you'd be taken to Hotel California hundreds of pages before.

This thread seems like a topic for the Hotel California thread or at least the PvP forum sub-section. I agree it would be good to have some in-game tools to encourage competitive or otherwise meaningful PvP, and events organised by FDev that were clearly marked as PvP content could be beneficial.

The "risk" levers on Open are entirely controllable (or not, as it were) though, so skewing towards Open makes no sense... but that's going towards Hotel California.

It is, but if you want certain Open aspects like stronghold FCs to be arenas (not to mention Open is the only way 'losing' powers contesting a system can mess with the two fighting it out for control) it needs a carrot.

Personal choice is the thing. I'll stick my neck out and say that whatever the statistics, everyone plays in the mode they want to play in. This can be expected to continue! If game features ever mandate particular mode choices, interest in those features will be conditioned by what mode...

FO'76 did have unrestricted PvP to start with and resulted in the outcome you describe. It also has forums with it's own version of Hotel California and almost word for word arguments and suggestions from PvP enthusiasts. Elite is not unique in that regard.
