CMDR's Low Wake's "Need Scan"???
I've been running into this constantly. About 4 out of 5 low wakes (that belong to actual players, not NPC's) give me this "Need Scan" (see attached picture) and wont let me drop in on them. I've attempted to narrow down the cause to no avail. This happens whether I've scanned them in...
