Guys how do you manage to unlock Marco Qwent if there are no missions with Modular Terminals as a reward? ~2 hours and 6 different High Tech (boom and no-boom) and some Industrial systems checked, flipping the boards. Zero Modular Terminals. Bug?

Maybe this is widely known, but I've never seen someone selling the exact same multicannon but with different stats [Edit: I'm a dumbass - it's not the same - doh. Move along, nothing to see...]. Yet the 3C Gimballed Multicannon that Marco Qwent sells at his base has different stats to the one...

When you look at the status screen in the original versions of Elite, you see cash, elite rating et.c and legal status. What were the different legal statuses (the first is clean) and what is required to achieve them? Thanks
