recharge

Does anyone know the actual answer to this. I haven't some any scientific research - just me counting the seconds between each % increase for the shield to charge. I have tested 1 pip,2,3,4 pips to shields and in each case the recharge % rate was always 3 seconds (Crusaider 6C biweave); the only...
