1.3: Few questions (Speeding? Progress through powers?)

Hey,

So why does it tell me I'm speeding near a station and why should I care? Seems to make no difference whatsoever whether I do it or not.

Anyway, apart from that I've been gathering intel for merits. So I checked out the preparation screen and visited one of the systems. Picked up the intel cargo and returned it to where I was. (I guess you can drop it off at any system controlled by the politician right?) Anyway, seems like the progress is always way above target. 712/100? So what, it was totally pointless was it? Anyway, I've noticed that a couple systems at the bottom of the list have PREP in red - so I did the same for those systems, went there, grabbed some intel. They're still like 300/100. So...why are they in red - what difference does it make?

Also, what should I be doing anyway? Preparation/Expansion/Control? What gives me the most merits? Little bit confused about it all at the moment.

Ah right, so as long as I don't hit anyone or thing I'm cool then - sorted. Okay so as long as the number's above target A/B (A is greater than B) then my power's winning?

Anyway, what should I focus on? Preparation, expansion or control?
