I had a Lawless Sidewinder pull me out of supercruise and stop me in beta who would then not fire on me and just sat there infront of me shouting abuse at me, I had completely stopped and he was just buzzing around my Anaconda like he wanted a fight but wanted me to start it...........then when I printed ''Hi'' to the lawless NPC Sidewinder I just got a load more abuse from him.....l.o.l.....it was really funny, I was cracking up thinking he has got some balls to interdict me alone in a Sidey and then just wait for a fight to start......so after about 2 minutes I switched my turrets from ''Fire at will'' to ''Target only'' and blew him into space dust, the barrage of all 8 turrets lasted about 5 seconds then he was not shouting at me anymore.....got to love those ''Lawless'' folk.....I swear some of them are a few marbles short.
Oh yea...as he was ''Red'' and ''Lawless'' too the newer targeting system would not fire on him until I fired manually, I thought this was funny but yea he was just lawless and not wanted....well he just wanted a fight mind you.

I have been at a RES in an Anarchy system tonight (in Beta), and the NPCs were marked Lawless there. I think it indicates that they are fair game to attack, although they are not necessarily Wanted in the jurisdiction. I've not sided with any Powers by the way.

Well, any ship is fair game in an anarchy system, and no ships are wanted. So I'm not sure it's that.
It is a way of displaying it on the HUD as opposed to all ships being Clean in Anarchy systems.
Ships in CZs are Lawless as well
An indication there is no Jurisdiction applying
Ok. That makes sense, so you're saying it is the default (only) reading that will show up in the HUD regarding any ships status as opposed to clean or wanted in all anarchy systems and CZs?
Yes, and in other places with different ROE like power play zones
