Those are based on the BGS, things like Population, economy , etc. Bartenders are literally in every port, so while I don't disagree with you, they're not really comparable.

Thinking more about this,
they should just make remote engineering same as being at a engineer base.
After unlocking, We should be able to do anything remotely, without any restrictions.
This is just another bottleneck, in order to add Grind Time.
Who comes up with this crap ? They need to be replaced with a gamer.
Do they only see one part of a process, and are blind, to ALL the parts done before ?
Every Station and Base, should have a Engineer and Trader Network,
where you can do anything you need, with Brokers for ALL.
