Powerplay Faction: Li Yong-Rui 15% Discount broken or changed in 2.3?

So, I don't know which is true with the latest update:

1. DBX costs 1.6million AFTER LYR 15% discount.
2. LYR no longer applies to ships
3. LYR 15% discount is bugged.

Checked at Wolf 406, which is supposed to offer a 20% DBX discount. The cost was 1.5 million (estimated 5% discount off expected 1.6 million base cost) instead of 1.3 million.

So, either the ship cost jumped around 15% in 2.3, or :x?

Any ideas?

I bought a Cobra MkIV at discount plus all outfitting at LYR Stations. Just try others and use INARA but the systems do change hands obviously. Always try helping yourself before shouting for help. It ain't broke as far as I know.

Trying to help another commander from 5kly away as I make a Colonia trip. I wasnt exactly thinking too well late into the night so I disnt think to verify on the Galmap that Seleu Bao is still LYR territory. Still doesnt address Wolf 406 which AFAIK is/was someone else and after a CG was supposed to have a permanent 20% discount.
