The "problem" is not that such atmospheres cannot exist - because out there in the real universe, they can and do exist. The problem is that such atmospheres would change the definition of the planet. Jupiter, for example, has a "surface pressure", that is, a core pressure, of about 44 million atmospheres. A 17 million atmosphere planet ought to be functionally identical to a gas giant, and have a similar size and appearance. However, the Stellar Forge is incapable of switching planet classes when an atmosphere gets "too thick". Once a planet is formed, it's type is locked in place, then the atmosphere is generated around it.
