It is, but Coriolis doesn't show it as Hull Hardness, it shows it as Armour points (it also shows . . . ).There seem to be some misunderstandings here.
Hull Hardness was indeed tested by the inimitable Frenotx but the test results were superseded when the Devs added HH to the right panel as an in-game displayed value.
If you want to see your ship's Hull Hardness look at the right panel - or at Coriolis or ED Shipyard, which show the official value for every ship.
Hull Hardness has nothing to do with bulkheads or engineering. It can't be changed. It's the same by ship for military, lightweight, reactive, whatever.
Nor is Hull Hardness hit points. It's a modifier applied to incoming weapon damage only.
Weapon APV / Hull Hardness = % damage taken, capped at 100%.

Frenotx found that the FDL took as much punishment as Cutters and Corvettes. But the raw Armour data ranks it 9th - below Pythons and Clippers, and well below the Cutter.
I also did a comparison ranking of the Armour per Ton. Obviously there are diminishing returns, so the value of buying Military seems to be about 70% of the value of buying Reinforced (that's armour per weight). But there's a few outliers - The Orca - just hates military hull 34%. The Adder and Viper you get like 83% 77%
