2.1's Persistent Characters and Minor Factions

Should the player factions be able to craft the look of their persistent NPC?

I was thinking about this earlier, and thought I'd raise this as a point of discussion.

We now know that we are definitely getting Persistent NPC's and their faces in game as of 2.1, and I was wondering if the player created minor factions (such as the ones competing for the Rise to Power at the moment) are going to be given the opportunity to craft the way the way their factions persistent characters look?
 
Although I think it's a good idea to let players have a say when creating the representatives of their minor factions, I am not sure this is feasible. The NPCs will be introduced in 2.1, but the character creator will likely not be finished until 2.3, when we get the opportunity to create our avatars. If players wanted to create minor faction representatives now, FD would either need to reassign time to finish the character creator ahead of time, or players would influence an NPCs looks and traits in a more indirect way, describing how they should look etc. But then someone at FD would have to manually create all those hundreds of player faction NPCs according to the description, which I - again - don't think is feasible.

So bottom line: I like the idea of players contributing hand crafted conted to the game, but I don't think its possible right now without withdrawing development resources from other aspects of the game.
 
It would be a good to allow this for the leaders of player-group factions as they should be a focal point within and outside of the faction.
 
If player factions got to design the look of their NPCs they'd probably all end up as a tediously indistinguishable mass of large breasted, doe-eyed women. That would just be sooooo tedious.

I'm hopefull (possibly naively optimistic?!) that Elite players are a bit more creative than that!
 
I don't care, but can imagine this won't be possible, if only to avoid the inevitable squabbling that will result.
 
Personally I'm not too worried since most if not all are our low level NPCs. I hope that if the time comes the higher level NPCs (like Corwin) ever become important then yes, this might be more... relevant. As I mentioned in my thread I'm more looking forward to writing whatever Frontier throws at us into our background.
 
I voted no because we (the players) don't get to choose what other people look like. If there was some kind of election process based on background information or something that would be one thing, but I don't like the feeling of choosing what a representative would look like.
