What kind of star is this? Neutron stars, pulsars and magnetars are super tiny, like the size of a country, and generally don't emit any light at all except for their flares or the heat generated from gasses encircling it.

Yes according to the release white dwarfs and neutron stars are both getting added plasma goodness, so that's the white dwarf.

I just passed a neutron star in my Palin 5k ly torture test. It was dark and next to invisible and what is this about a jump boost from one?

You can fly through the arcs and supercharge (and damage) your FSD. For one jump - receiving a massive range boost.
