While getting your head around the changes in 2.3 you probably dont want to lose your power play rank. From what I understand one of the easiest ways to get merits via combat without suffering security interdiction or gaining wanted status is to go to a nearby Anarchy control system for hassle free farming.

I tried to sort the initial list by name so it would not be biased however EDDB kept on creating a perm link sorted by distance from Sol. No bias intended on my part. The list can be sorte any way you like.
To balance this you can also use the list to fast track fortification of the systems and gain your merits.
Please note these systems are Anarchy so be careful if playing in open.

Edit - There are also systems that some power play folk refer to as SCRAP targets.These are essentially systems that the movers and shakers in a Power does not wish to expand to and the name them on their reddit websites. Best to get in touch with them to find out which ones they are. There's normally one every week or so.
