When I did my empire rank up every empire minor faction already showed as allied since I was allied to the empire as a whole.

It's still the same process you just go around and do missions for a minor faction till you get an advancement mission. Then change it up and go to a new minor.

At a certain point I wasn't getting any ranking up missions anymore from befriending a single minor faction. I had to raise rep to allied on several, and now, It seems the requirement has skyrocketed (I'm currently Lord on Empire side).

Always make sure that the minors have the empire symbol next to them and try to do the missions that have no cash reward, these give much more reputation.

no ive only did empire with codorain 1 system for about a month
